CHIP is a state health insurance plan for children who:

Are under age 19
Qualify based on income and family size
Are U.S. citizens or legal residents
Are not covered by other health insurance
Do not qualify for Medicaid
Some children are required to pay up to $60 every three months to stay on CHIP

The Children's Health Insurance Program was created by the Balance Budget Act of 1997
